請問 你、你、妳,攞到糖未 ?

進一步證明,曾蔭權老友財政司司長曾俊華,真係好唔惦。


今次又係派糖,而且係大規模派糖,即是仍然要你窮,但窮一輪後,就派粒糖俾你,而社會基本結構性問題依然無良好對策。


佢既所謂財政預算案,個幾鐘頭內,起碼超過一半係廢話,客氣說話、煽情屁話多過乜,結尾都要肉麻一番,但字裡行文又唔到位,無厘頭,九唔搭八。


不過,唔好以為派下糖好著數,不彷唸清楚佢果 d 所謂既糖,其實都係佔政府巨大盈餘極小部份,真係你窮一大輪,窮間廠派番粒糖,而且唔係人人都可以得到應有既糖,大部份人都只係得到糖仔。


仲講乜乜十大基建、乜乜七七前瞻、物物乜乜大方向,又咁又咁香港金融地位,Come On Babe ,講到口都臭,亞媽係女人。

When Dubai found oil within their borders, they do everything they can to make sure the place still have sufficient income after the oil runs out. At the same time they also make sure ALL the arabic people is having a decent life.

Sad to see HK is bragging about 2 good years and fail to have a plan to place the money where it can weather the storm.

Also sad to see people trying to live on 700 HKD a month with a 4%+ inflation.

Let's all wait and see what happens when the stock crash finally arrive. We will see by then who remembers the term "Newlonkong"

表面上,派糖行動,個個人看似都應該是開心的,因為有誰不喜歡派糖?正如有人放錢入你袋,誰都喜愛。


不過,在經濟好像好轉時,便大派特派,到經濟有問題時,就反而要向市民開闊稅基、加稅、減各樣開支、要窮得來更窮,這管治邏輯便十分有問題。

現在派的糖,都是讓收入較佳的人可有更好收入,即錦上添花;但基層的大部份市民,連稅都不用交,何來退稅?

綜緩額外發放多一個月,多餘,直接刺激通脹;老人發放三千元,一年到晚至日後,三千元可用多久?

電費,發放 $ 1800 電費津貼寬免,但問題是,電費不斷上調,津貼又如何,左手過右手。

發放小甜頭,治標不治本,也令通脹更白熱化,在經濟強勁的城市,通脹當然是正常,但香港是否一個真正有雄厚實力的強勁都市,這是一大疑問。恆生指數上升不全代表普遍人民是富起來。

要乎合中國國情, 香港今年必以派大糖去叫社會"收聲", "定"及"和"先係曾先生的最終目標

除了於今個年度或下個年度"一定實行"的項目外, 大部分都只講而沒有實質/具體行動的項目, 正如陳大文所言, 所謂"本年度"財政報及"下年度"的預算案是一個嚴重缺乏居安思危", 持續發展定位含糊, 安撫市民的迷幻藥. 所有項目似是有意無意間以曾陰權過去的承諾"達標"為原則. 但過去, 亞太區大部份經濟體系於過去一年都是這樣, 未來一年都預期理想, 對政府借題邀勞有點失望.

其中最不滿, 仍然是"頭痛醫頭腳痛醫腳"的行政手段. 相信預算案一早有一個預設方案, 就是一定要派錢, 派多少只是以"風聲"收集意見, 根本就沒有全盤的未來計劃. 所以大部份項目都是, "考慮", "計劃", "構思", "提高現有效率", "拓展現有服務".....但完全沒有執行以前所提出的方案, 就算有, 都要2012年以後才發生. 另, 由頭到尾(回歸後至現在), 都是執行方式上的改變, 但政策沒有變, 矛盾依然存在, 例如, 土地政策, 稅基狹窄, 四大行業定位, 環保, 人口老化, 交通, 教育..... 所有事都是短期應變措施...唉

Angel,
I havn't really gone through the exact meaning of that term. However, if they are simply looking at the fact that New York and London both are the financial centre of a powerful economy (of course, also the fact that the gap of rich and poor is huge and that real estate prices are too high to be reasonable), then I think Hong Kong does fit in to be one of the big three (along with a few other possible candidate, like Tokyo), but that's thanks to the rising Chinese economy. So to answer your question, it is definitly feasible.

As for the sustainable part, when China is finally willing to knock down the barrier that is keeping the foreign investors from investing freely and when their economy, stock market and banking system is getting mature (not that the HK system is mature enough, but they did got a 30+ year head start), I think Shanghai will replace Hong Kong in that aspect. Would be interesting to see this "Newlonhai" in the future.

Just an addition to my previous comment, it is NOT a thing to be proud of to be like London and New York being known as just a financial centre. As a country, it's perfectly fine to have different cities focusing on different industries. If you live in the US and study finance, you can of course work in New York or San Francisco. If you study Technology, you go work in Silicon valley. If you are a blue collar, you go work in Detroit etc. However, in Hong Kong, if you do not study finance, where would you go? Yes, people can move to different cities in China, but as of today, moving from Hong Kong to Guangzhou not the same as people moving from London to Manchester.(imagine me having a permanent resident status in HK I may have to apply for visa to go to China this summer) So I should also say that until the Chinese citizens can travel freely between Hong Kong and China from both direction, Hong Kong shouldn't just be a financial centre, but instead develop different industries in order to feed the 7+ million people who lives there.

To desertfox: the issue "Can Shanghai takeover HK?" has widely been discussed here, even during our class (advanced news writing) a couple of days ago. Somehow Shanghai may takeover HK a few decades later, but why don't we take HK & Shanghai as twin cities? Once the legal system & corruption issues have not been consolidated in Shanghai, it's quite difficult to takeover HK in short term.

Anyway, your comparison is good (different counties for different industries in USA), can we apply here in HK if HK is merely one of the cities in China?

I've talked with some friends (they work for a special newspaper in HK) about "shorten the distance between HK & other China major cities", i suggested that if HK$ currency is suspended, only RMB, then the distance is getting shorter:) Of course I know there'll be many problems, but once everyone in HK has to adopt RMB (same rate as mainlanders), HK will no longer be significant!

Just a crazy idea ...:)

對呢份預算案感受好似睇六合彩搞珠,
無中獎都好似預咗!講唔上失望...!
唯一叫着數係今都唔使交稅!

Angel,
I believe in time HK will merge with China and become a major city of China. Hopefully it will happen within our lifetime.

Before that happens, like you said, there will be several issues that needs to be resolved, currencies, immigration, and the new role of Hong Kong.

If one day it does happen, yes I do see both Hong Kong and Shanghai shine at the same time, with healthy competitions. (Afterall, we never heard that New York is stealing the spotlight of San Francisco).

I personally don't think the currency merging is such a big problem. If EU can do that in 1999 (coming out with Euros), merging several currencies together. I don't see how it would be impossible. Bottomline is that China must improve it's banking and currency system in order to meet the new demand.

Everybody knows how to give, but the big questions is, who are you going to give and how much are you going to give.

Let's say the HK government do have 100 Billion HKD to give. What would you do when the requests sum up to be 200 Billion? It would be obvious that not everybody would be satisfied, but who would you disappoint? It's all politics.

A simple analogy for you to think about.... Let's say you have just won the lottery and got a prize of 20,000 HKD, your dad wants you to buy him a gift for 10,000 HKD, your mom wants a gift for 10,000, your sister wants something for 5,000 and your girlfriend/spouse wants 10,000. You may also want to spend some money to upgrade yourself or buy yourself a gift as well. How are you going to distribute the money?

其實人民是有能力去解決問題的,一個地方的成功, 要看天時地利人和這三大因素, 看來香港的歷史任務終有它完成的一天, 那麼留下來的, 就只有我們偉大的祖國持續發展和香港人的質素去支撐這個地方繼續維持下去.

China's development must be go on. no doubt... but depends on how many people need to be suffer. (that is sad, but nothing we can do with it!!!)

Another one is the quality of people in Hong Kong.

但看到這十年的社會風氣及民智的倒退,仿佛要倒退到和我們正在改進的袓國同胞同一水平,而再一起進步...

這才是能否令香港能否持續發展下去的"結".

是發展,而不是發達

是平行各方的利益,而不是向一方傾斜

是多元,而不是單元

I had the above point of view after I left Hong Kong and came to study in London few years ago.

Did you read the book "Empire"

It is a good one. I have to read it during my study. It made my eyes widen. So study is important and not only for good score. :P

I am still living and working in London, the atmosphere in here can help me to review my life in Hong Kong in a different aspect. And I found the above "points".
